6.1.1 DOMESTIC MAIL — MAIL SENT FREE OF POSTAGE
The postage for a letter with proof of delivery consisted of two parts: the fee for the letter and the fee for the proof of delivery and sending it back to sender. The proof of delivery was sent free of postage.
