A historical Change?

In Baltimore, the EPA (Environmental Proection Agancy) required a site that was once occupied by a chromium plant to be completely stripped of its polluted soil and a heavy plastic blanket to be placed before clean soil was deposited in its place. As a coincidence, the location is on the Inner harbor, as described in this clipping from the Washington Post of 8 Feb. 20(X). Will the Polish governrnenl require a similar cleanup of the Lenin Shipyard site? To be economically feasible, this is merely the first step.
