problem was that Poland did not have enough of its own ships and lost much revenue when using foreign ships. In the mid-20’s, Poland exported to America only 1/7th that of Czechoslovakia. The Poles hoped the harbor at Dirschau would acquire all the shipping needs of East Prussia and Lithuania.

Foreign ships would not go to Dirschau, Poland did not have enough of its own ships, and the dredging of the Weichsel or the digging of a canal did not commence due to financial problems. The harbor at Gdingen had priority, and, once it was done, it was decided the harbors there and at Danzig could handle all of Poland’s trade. In the end, Dirschau never did become an important shipping harbor. The high ambitions of an inland ocean harbor, and the phantasy of an ocean canal never came to be.
