Answer to Question No. 2: Official designs and proofs were not sold by the Post Office Department.
Answer to Question No. 3: Except for the Germania issue with black horizontal overp rint and the country side-view issue, all Danzig stamps to 1924 were printed by a private Danzig printer, Julius Sauer Druckerei, After the postal service and the printing firm had agreed on a design, the printer prepared proofs in various forms, both single and se tenant.
After the selection of certain designs, which must be designated as official and became the property of the post office department, the unused material was returned to the printing firm and finally received in private hands via the printing firm. Due to the rush under which the stamps were needed to be issued, the postal service was concerned with the preparation of the issue and financial security measures. It could not be concerned with the philatelic results of the situation. We are aware that designs which were offered but rejected by the authorities, have come onto the market. It must be said that such material cannot be conside red official, but that every collector must make his or her own choice as to what he or she thinks is worth collecting.
Relatively often, Germania issues which already have the Gothic overprint with additional diagonal overprint in red, green, yellow and black are found in the market. These are trial printings of the Sauer printing firm. ITranslated from HoltzI
