in addition to the Miinchen oval cancellation, there is a purple handstamp with a slogan and an eagle holding a wreath—enclosed swastika. The handstamp appears:

As you can see,the handstamp is very difficult to read. We tested it under UV, color filters, color TV and side Lighting. If any of you have seen this early Nazi slogan in such a format, please send a copy. The nearest one that we have seen is in the poster depicted below, that was taken from the propaganda book Deutschland Erwa cht.”Arbeit—Freiheit und Drot” is very close to the early Freedom and Bread which appears on the cover.

Report #41 enclosed a 1926 propaganda booklet that contains the following explanation of the political make-up of the time:

The legislative body is the Parliament, consisting of 120 members. The deputies are elected by universal, equal, direct and secret suffrage, by all citizens of either sex over twenty years of age, in accordance with the principle of proportional representation. Any person entiled to vote, who has completed his or her twenty—fifth year, is eligible to be elected as a deputy. He or she is elected for four years.

A Senate exists in addition to the Parliament, which is elected by the latter, the same forming the Government, which is the highest authority in the Free City. The Senate consists of the President, the Vice—President and 20 Senators. The President and seven Senators are elected for four years, the Vice—President and 13 Senators, acting in a secondary capacity, are elected for an indefinite period, the Parliament having the right to cause their resignation. The Senate directs the policy of the Government and it is responsible for it to the Parliament. In conformity with international custom,it is formed into several State departments.
