20. A special glue is to be used in closing the opened letters. The gummed sealing labels or the letters to be closed by means of these labels are to be well spread or coated with this glue. The Regional Finance Officers are to contact the Head Post Offices about the procurement of the glue. In order to prevent repeated use of the sealing label, the resealed, inspected letters with a sealing label are to be endorsed with a strike of an official cachet of the Postal Supervision Office, and is to be done so that the cachet appears half on the sealing label and half on the envelope.
21. Letters whiOh, for some reason, cannot be inspected at the local Postal Supervision Office (e.g., no available appropriate translator, or something of that nature) should not be directly forwarded to another Postal Supervision Office. Such letters are to be given back to the Post Office which submitted them for inspection, after careful closing or sealing, to be redirected to the postal establishment at the location of the Postal Supervision Office which should have carried out the inspection. The reason for the return and the new Postal Supervision Office (beneath the destination of the letter) are to be noted on the letter.
IV. Return of Post
22. The inspected mail is to be returned to the Post Office in the same way as it was delivered (see Paragraph 7).
V. Discrepancies, Complaints
23. If discrepancies are revealed between the wording of the enclosed letter and the contents of registered mail, which clearly show sign of theft from the letter before its delivery to the Postal Supervision Office, or if doubt of any kind arises as to the integrity or the entirety of the letter, a second inspector is to be called immediately as a witness and the manager is to be notified without delay. He should make a record of the facts and decide whether, along with notification of the circumstances to the Post Office from where the letter came, an officer of the latter department should be summoned for immediate further comments and examination (see edict of 7 Dec.1921, III R 34659). If valuables are missing, a report signed by the inspector and a witness is to be enclosed or the findings are to be noted inside the envelope.
24. An account of the number of letters objected to is to be produced daily in which the arrival and despatch are to be shown. The letters objected to are to be put under lock and
